District Statement on Independent Investigation Findings
On October 10, 2025, a formal grievance was filed under Van Alstyne ISD Board Policy FNG
(Legal) and FNG (Local) alleging misconduct by Superintendent Dr. David Brown, Board
President Randall Morgan, and Van Alstyne High School Principal Krista Beal. The allegations
involved public communications, student interactions, disciplinary practices, and compliance
with the Texas Open Meetings Act.
To ensure the allegations were addressed thoroughly, impartially, and appropriately, the Board of
Trustees authorized a comprehensive third-party investigation.
The investigation examined all available evidence, including written grievance materials, social
media content, witness interviews, District and Board records, meeting minutes and recordings,
video evidence related to alleged student incidents, and applicable District policies and state law.
After reviewing all evidence, the independent investigator concluded that none of the
allegations in the grievance were substantiated. No violations of Board policy, state law, or
professional standards were identified, and no corrective or disciplinary action is warranted.
The investigation further determined that many of the allegations were based on hearsay, rumor,
or unverified information circulated on social media.
Specifically, the investigation found that:
Superintendent Dr. David Brown acted in accordance with District policy and did not
mislead the public or make racially inappropriate remarks.
Board President Randall Morgan acted within the scope of his authority, complied
with the Texas Open Meetings Act, and appropriately utilized legal counsel.
Principal Krista Beal enforced the District dress code professionally, with no evidence
of inappropriate contact, improper discipline, or public shaming of students.
The District takes all concerns seriously and remains committed to transparency, accountability,
and due process. Students, staff, and parents are encouraged to bring questions or concerns
directly to campus or District administration so they may be reviewed and resolved through
established procedures. Public speculation and incomplete information do not contribute to
constructive resolution.
With the investigation concluded, the District is pleased to move forward.
